    About the Program

    Whether you've practiced in land use for two years or twenty, in private practice, the public sector, or as a planner or government official, this program will tell you what you need to know to make sound and informed decisions on the current state of land use law.

    The program brings together a number of the best speakers and most knowledgeable practitioners to provide guidance and context for the most current issues in land use law today. The program provides practical practice tips and sound theory for lawyers and other professionals with experience in land use law and a desire to supplement that experience with more sophisticated training and knowledge.

    The chair and organizer of this program is G. Richard Hill, who has practiced, taught and published in the field of land use. He is past chair of the ABA State and Local Government Law Section, of the ABA Land Use Committee, and the WSBA Environmental and Land Use Section, and is editor of Regulatory Taking: The Limits of Land Use Controls.

    Faculty

    Hon. Susan R. Agid was appointed to the King County Superior Court in 1986 after 12 years in private and public practice, primarily in the areas of land use and discrimination law. She joined the Court of Appeals, Division I, in 1991. She has written two books and numerous articles on legal subjects. She has been a member on many boards and committees including the Board of the Washington State Bar Association Environmental and Land Use Law Section and she chaired the National Conference of State Trial Judges' Task Force on Professionalism.

    Susan E. Drummond is an associate with Foster Pepper & Shefelman PLLC and concentrates her practice in land use. Her practice is focused on solving land use issues for government and private clients. This has included project permitting as well as litigation in a variety of forums such as the Growth Management Hearings Board, administrative tribunals, superior courts, and appellate work. Susan joined the firm after externing at both EarthJustice and the Washington State Supreme Court.

    Dr. William R. Eager is co-founder and President of TDA, Inc. He has more than 40 years of experience in the transportation field: as an educator in transportation engineering, in the research of commuter travel characteristics, and as a consultant on projects throughout the United States and abroad. Before founding TDA, Dr. Eager was Vice-President of Transportation for a large economics consulting firm and, earlier, was responsible for analysis of ground transportation systems for the Boeing Company.

    Jeffrey M. Eustis is a Seattle attorney who concentrates in land use and environmental law. He is the author of Chapter 111, Land Use Appeals and Litigation‹Challenging the Action and he co-authored Chapters 97, Zoning, and 118, Surface Water all within the REAL PROPERTY DESKBOOK (WSBA, the 1997 and 2001 supplements). Mr. Eustis also is an adjunct professor of law at Seattle University where he teaches environmental law and particularly a course on NEPA, SEPA and the Endangered Species Act. A large part of his practice involves the representation of citizens and environmental organizations.

    Duana Kolouskova is a partner at Johns Monroe Mitsunaga, representing developers, property owners, builder organizations, and public entities in all aspects of land use law, as well as related issues of environmental, municipal, construction, and real estate law. She practices regularly before Washington trial and appellate courts, the Central Puget Sound Growth Management Hearings Board, and other local administrative hearing officers. Previously, Ms. Kolousková was a deputy prosecuting attorney for Snohomish County in the Civil Division, where she successfully represented the County in a number of land use cases, including two reported Court of Appeals decisions.

    John C. McCullough Jr. is a founding principal of the law firm of McCullough Hill Fikso Kretschmer Smith P.S. His practice emphasizes land use and real estate financing and development. His land use experience includes practice before state and local administrative agencies and hearing officers in areas such as Growth Management Act compliance, zoning, shoreline regulations, environmental compliance and wetland regulation.

    Patrick J. Mullaney practices in Seattle as a member of Foster Pepper and Shefelman¹s Land Use and Environmental Law Practice Groups. His practice concentrates on land use permitting and litigation including disputes and regulation under the State Environmental Policy Act, National Environmental Policy Act, Growth Management Act, Shoreline Management Act, wetland and critical area regulations, and the Model Toxics Control Act.

    Hon. Ann Schindler was appointed to the King County Superior Court bench in 1991. She was the first Chief Judge at the Regional Justice Center in Kent. After ten years, she was appointed to the Court of Appeals, Division 1 in 2001. Prior to her appointment to the Superior Court bench, Judge Schindler was lead land use attorney in the King County Prosecutor's Office.

    Richard L Settle is a Professor of Law Emeritus at Seattle University School of Law where he teaches land use, environmental, administrative and property law courses on an occasional basis. He continues to actively practice land use, environmental, administrative and municipal law with Foster Pepper & Shefelman PLLC. He has written numerous articles and papers on land use and environmental law and is the author of two treatises: Washington Land Use and Environmental Law and Practice and The Washington State Environmental Policy Act, a Legal and Policy Analysis.

    Richard R. Wilson is a principal attorney with Hillis Clark Martin & Peterson. He serves on the firm's Management Committee and is past chair of its Land Use Group. In his 27-year practice with the Hillis firm, Mr. Wilson has concentrated on land use, real estate, and environmental law. Mr. Wilson is listed in The Best Lawyers in America, 2003- 2004. He is a former member of the Board of Directors of the WSBA's Environmental and Land Use Law Section and is a past president of Plymouth Housing Group.
